Smith pleads guilty to charges, sentenced to prison for 12 years

Terry Lee Smith of Hancock pled guilty in Washington County Circuit Court on Tuesday, September 30 to seven crimes and was sentenced to prison by Circuit Judge Michael Joseph ahead of a scheduled jury trial in his case.

Smith pled guilty to two counts of Private Place – Prurient Interest, a charge of observing another person’s “private area” without their consent.

He admitted to watching a juvenile female in a dressing room at the Hagerstown Target in June of 2024.

Washington County Sheriff’s Office deputies arrested Smith after being alerted to a peeping Tom incident at the store.

At the time, police said the juvenile female told them she had been trying on clothes at Target when she saw a black cellphone being held under the door of the changing room by an unknown white male.

After police identified Smith, a search warrant was executed at Smith’s Hancock residence where police found electronic devices containing child pornography.

Smith was sentenced to one year in jail for each of the two “peeping Tom” counts. They will be served consecutive to his incarceration on additional child pornography charges.

Smith pled guilty to six counts of possession of child pornography, a crime he committed in July of 2024. He was sentenced to five years in jail for five of those counts and 41 days in jail for one of those counts.

Under the arrangement of the jail terms, Smith must serve a total of 12 years, one month, and 10 days in prison for the crimes. He must also serve out five years of probation after he is released. Smith must now also register as a Sex Offender for life and be supervised under those rules.
