Prior DUI case reopened against Fulmer

Shane Fulmer, the man arrested and charged in the May 2025 crash that killed Kenneth Appel in Little Orleans, is facing more legal trouble, this time in Washington County courts.

According to online court documents, a 2024 driving while impaired by alcohol case against Fulmer has been reopened and a bench warrant was issued for Fulmer for violating probation in that case.

Fulmer was pulled over along South Burhans Blvd. in Hagerstown in December 2024. According to court records, he pled guilty to the charges. Fulmer was sentenced 60 days in jail, but the entire sentence was suspended and he was placed on two years’ probation in April of 2025.

On January 5 of this year, a probation supervision summary was filed and a request for warrant was issued. That was three days after Fulmer was arrested on Allegany County charges of causing Appel’s death by driving under the influence.

A judge’s ruling on probation supervision led to the Washington County DUI case being reopened and a warrant being issued, citing violation of Fulmer’s probation.

The bench warrant was then issued for his arrest.
